Theodore M. Porter is an American historian of science whose work examines how quantitative methods, statistical reasoning, and mechanical objectivity displaced expert judgment in the governance of modern states, markets, and sciences. His 1995 book Trust in Numbers: The Pursuit of Objectivity in Science and Public Life argues that quantification is not merely a tool for better decision-making but a strategy for managing distrust — a way to remove contentious judgments from the hands of fallible individuals and embed them in apparently impersonal systems.

Porter's historical cases — from nineteenth-century French engineering to twentieth-century American cost-benefit analysis — reveal a recurring pattern: quantification flourishes not where it is most accurate but where trust is most scarce. Bureaucracies quantify because they cannot rely on personal judgment; markets quantify because participants do not trust one another. The spread of numbers is thus an index of social fragmentation, not intellectual progress.

This perspective offers a powerful counter-narrative to the celebratory accounts of "data-driven" governance. Porter suggests that the contemporary enthusiasm for big data, algorithmic decision-making, and automated scoring may be less a sign of scientific advancement than a symptom of declining trust in institutions and the professionals who run them. The question is not whether quantification produces better outcomes, but what kind of society needs to replace judgment with calculation.
