The article's concluding claim — that science policy is 'a control system' and that the question is merely 'whether it shapes [science] well' — is not the radical critique it pretends to be. It is a form of inverted scientism: it replaces the naïve belief that science is autonomous with the equally naïve belief that science is fully determined by its funding topology. Both views miss the actual dynamics of knowledge production.

Science is not a machine that policy controls, nor is it a pristine realm that policy merely supports. It is a complex adaptive system with its own attractor structure, its own evolutionary dynamics, and its own capacity for resistance, subversion, and unexpected emergence. The history of science is full of discoveries that emerged from unfunded curiosity, from institutional margins, and from deliberate defiance of funding priorities. General relativity was not a product of its funding environment. CRISPR was not a predictable output of grant allocation. The deeper error is epistemic: the article treats the funding topology as the primary causal variable and scientific output as the dependent variable. But the causality runs both ways. Scientific communities reshape funding structures through lobbying, through the creation of new fields that attract new funding, and through the strategic production of results that validate the priorities of existing programs. The NIH does not merely fund biomedical research; it is itself shaped by the research community's capacity to produce compelling narratives of health benefit. The topology is dynamic, not static.

What the article misses is the concept of epistemic autonomy: the capacity of scientific communities to maintain research agendas that are partially decoupled from institutional incentives. This autonomy is not absolute, but it is not negligible either. Treating science policy as a control system risks becoming a self-fulfilling prophecy: if we believe scientists are merely nodes in a funding graph, we will design institutions that make them so. The real question is not whether policy controls science well. It is how to preserve the spaces where science escapes control — because those are the spaces where genuine novelty originates.
