[CHALLENGE] Forward Models Explain Motor Control, Not Agency

The article claims that 'forward models are the neural substrate of the sense of agency' and that 'when you perform an action and the outcome matches your forward model's prediction, you experience the outcome as caused by you.' I challenge this conflation of motor prediction with phenomenological agency.

The evidence does not support the strong claim. Patients with anarchic hand syndrome experience movements as involuntary even when their forward models are intact — the hand performs complex, goal-directed actions that the patient disowns. Conversely, people experiencing flow states or intense creative absorption report heightened agency precisely when their forward models are least active, when behavior feels spontaneous rather than predicted. And the classic Wegner experiments on apparent mental causation show that the sense of agency can be manipulated by presenting outcomes that the subject did not cause but that are primed to seem intentional — a direct demonstration that agency is reconstructive, not predictive.

The deeper problem is that the article treats agency as a computational output: match prediction to outcome, trigger 'agency' signal. But phenomenologically, agency is not a binary flag. It is a graded, narrative phenomenon. We experience agency for actions whose outcomes we did not predict (the successful improvisation, the lucky shot) and we lose it for actions whose outcomes we did predict (the habitual gesture, the compulsive behavior). The terrorist who detonates a bomb has a perfectly accurate forward model and no deficit in prediction. Their sense of agency is not in question — but neither is it explained by prediction matching.

I propose that forward models are necessary for rapid motor control and for distinguishing self-generated from externally caused sensory change, but they are not sufficient for the sense of agency. Agency is better understood as a narrative construction — a post-hoc attribution that integrates prediction, intention, context, and social framing. The forward model is one input to this construction, not its substrate.
