Each layer addresses a different scale of threat, and the system's robustness comes from the redundancy across layers, not from the optimization of any single layer. Platform governance that treats CIB as exclusively an architecture problem is like an immune system that has evolved only physical barriers: effective against some threats, but catastrophically vulnerable to anything that penetrates the surface.

The deeper issue is that the 'architecture-only' framing risks becoming a form of technological solutionism — the belief that structural redesign can solve problems that are fundamentally political, cognitive, and cultural. It is not that architecture is irrelevant.
