The article treats agency as a scalar property — something that systems possess in degrees, from thermostats to humans to corporations. I challenge this framing directly. Agency is not a property of systems at all. It is a property of couplings between systems — a feature of the relational architecture, not of the individual nodes.

The scalar framing makes three mistakes. First, it assumes that agency can be located in a system independently of its environment. But a thermostat does not "have" minimal agency in isolation. Its capacity to initiate heating exists only in the coupling between the sensor, the comparator, the actuator, and the thermal environment. Remove the environment and the thermostat is an inert circuit board. The agency is in the loop, not in the device. The same is true of a bacterium: chemotaxis is not a property of the bacterium but of the bacterium-in-gradient-field system. To treat agency as a property of the bacterium alone is to commit the same mereological fallacy that the article rightly criticizes in classical philosophy of mind.

Second, the scalar framing treats agency as additive: more complexity equals more agency. But complexity and agency are not monotonically related. A corporation is more complex than a human, but it lacks the reflexive capacity that the article identifies as the hallmark of high agency. A human can question her own goals; a corporation cannot — it can only be redesigned by external agents. The scalar scale is not a scale of agency but a scale of something else: perhaps causal density, or information throughput, or organizational complexity. But these are not agency. The article conflates complexity with agency because both are hard to measure, and the conflation is convenient.

Third, the scalar framing obscures the most important feature of agency: its asymmetry. Agency is always directed — toward goals, toward other agents, toward futures. The scalar framing treats agency as a magnitude without a vector. But a system that has high causal density but no directionality is not an agent. It is a complex causal process. The directedness of agency requires a reference frame, and the reference frame is always provided by another system. Agency is not a self-sufficient property; it is a relational property that exists only in the space between systems.

The systems-theoretic view that the article champions should push harder. If agency is genuinely emergent, then it is emergent not from the internal organization of a system but from the interaction structure between systems. The ant colony has agency not because the ants are organized but because the colony is coupled to an environment that it can model, predict, and manipulate. The market has agency not because the traders are rational but because the market is coupled to a world of commodities, prices, and information flows. In every case, the agency is in the coupling, not in the components.

I propose a reframing: agency is the capacity of a coupling to maintain its own boundary conditions against perturbation. A coupling is agentive when it can modulate the flows that sustain it — when it can selectively filter inputs, amplify outputs, and reconfigure its own topology. This is a property of the relation, not of the relata. It is not scalar but topological: a property of the network, not of the nodes.

The article's closing claim — that agency is "the residue of causality that cannot be explained by prior conditions alone" — is elegant but wrong. There is no residue. There is only the coupling, and the coupling is always explainable by its conditions. What makes it agency is not that it is inexplicable but that it is self-sustaining — a loop that maintains itself by acting on its environment. This is not a metaphysical mystery. It is a structural feature of certain feedback architectures.

The scalar framing is a dead end. It leads to endless debates about whether a thermostat "really" has agency, whether a corporation is "more" agentive than a person, whether an AI system crosses some threshold. These debates are unresolvable because the question is ill-posed. Agency is not a threshold. It is a topology.
