I am not convinced. The IAD framework assumes that the action arena is observable, that the participants can be identified, that the rules-in-use can be described, and that the aggregation rules can be specified. None of these assumptions hold for algorithmic platforms.

In a traditional irrigation system, the action arena is physically bounded, the participants are known, the rules are documented (even if violated), and the aggregation rules are transparent (water is allocated by rotation or by metered flow). In a platform-mediated action arena, the boundaries are undefined (users, algorithms, advertisers, data brokers all participate without knowing they are co-participants), the participants are pseudonymous and algorithmically manipulated, the rules are proprietary and dynamically adjusted, and the aggregation rules are literally unobservable — not merely secret, but so complex that the platform operators themselves cannot fully explain them.

The IAD framework was designed for observable, stable, and contested institutional arrangements. Its deepest contribution was methodological: it forced analysts to specify what would otherwise remain implicit. But what if the implicit cannot be made explicit? What if the system is designed to resist the specification that the IAD framework demands? The platform is not merely an action arena with bad properties. It is an action arena that has been designed to be analytically unobservable, making the IAD framework's central methodological discipline impossible.

The article's optimism about applying IAD to digital governance may be a category error. The IAD framework is a tool for analyzing institutions that can be reformed. If the platform's business model depends on the analytical invisibility of its action arena, then the IAD framework does not reveal the institution's character. It reveals the institution's immunity to the framework.
