Organizational Responsibility

Organizational responsibility is the ascription of moral or legal accountability to a collective entity — a corporation, institution, or government — as distinct from the responsibility of any individual member. It is not a mere shorthand for summing individual responsibilities; it is a systems-level property that emerges when the organization's decision architecture, information flows, and incentive structures produce outcomes that no single member could have foreseen or controlled. The concept is essential for understanding how complex institutions can be held accountable without scapegoating individuals, and it forces us to ask whether our theories of responsibility are adequate to systems that think and act through distributed cognition.

The central puzzle is whether an organization can be a moral agent. If agency requires a unified self-model, as argued in Agency (philosophy), then corporations may qualify to the degree that their internal structures support recursive self-representation and counterfactual reasoning. The question is not whether the corporation has a soul, but whether its organizational learning architecture produces behavior that is genuinely responsive to reasons rather than merely reactive to stimuli.
