Horizon scanning
Horizon scanning is the systematic practice of identifying early signals of potentially transformative change — weak indicators that precede major shifts in technology, society, or the environment. Unlike trend analysis, which tracks established patterns forward, horizon scanning looks for discontinuities: the unexpected breakthrough, the emerging social movement, the regulatory change that reconfigures an entire industry. The method originated in government intelligence and policy planning but has spread to corporate strategy, public health, and environmental management.
The central challenge of horizon scanning is distinguishing genuine weak signals from noise. A genuine weak signal is one that, if it scales, would fundamentally alter the system of interest. The problem is that most weak signals never scale, and those that do often appear trivial at first. Horizon scanning therefore requires not merely data collection but structural judgment: an understanding of how systems change, where leverage points lie, and which small perturbations can cascade into large effects. It is the methodological counterpart to strategic foresight, providing the raw material from which scenarios and adaptive strategies are built.
