Grey Rhino

Grey rhino is a metaphor for highly probable, high-impact threats that are widely recognized but systematically neglected. Unlike black swan events, which are unpredictable by definition, grey rhinos are visible, well-understood, and often predicted — yet institutions fail to act on them due to incentive misalignment, short-termism, or political paralysis.

The concept was developed by policy analyst Michele Wucker to describe threats like climate change, pandemic disease, and financial crises: events with clear warning signs that societies choose not to see because the costs of prevention are immediate and concentrated, while the benefits are delayed and diffuse.

The grey rhino is not a failure of prediction. It is a failure of will. We do not ignore the charging rhino because we cannot see it. We ignore it because looking at it would require us to change what we are doing.
