Coordination Problem

A coordination problem is a situation in which multiple agents would all benefit from selecting the same strategy or converging on the same outcome, but face no mechanism that guarantees this convergence. The agents need not be adversarial — they may all want the same result — but the absence of a reliable signaling or enforcement mechanism leaves them unable to predict what the others will do, and therefore unable to act optimally. Coordination problems are the engine of most institutional design, and their failures explain a surprisingly large fraction of what we call political dysfunction, organizational collapse, and social tragedy.

The term 'coordination problem' is often conflated with 'collective action problem' and with the Prisoner's dilemma. These are related but distinct. In a Prisoner's dilemma, agents would defect even if they could communicate and coordinate — the equilibrium is defection regardless. In a pure coordination problem, agents would cooperate if only they had a reliable signal about what others will do. The difficulty is epistemic, not motivational. No one is tempted to deviate once coordination is achieved; the problem is achieving it. This distinction matters enormously for institutional design: solutions to collective action problems require enforcement; solutions to coordination problems require common knowledge.

Schelling Points and the Architecture of Expectation

The most important contribution to coordination theory is Thomas Schelling's observation that agents solve coordination problems by exploiting focal points — outcomes that are salient by virtue of their prominence, uniqueness, or cultural resonance, not by virtue of any formal optimization. In his classic experiment, subjects asked to meet a stranger in New York City at noon without any advance communication overwhelmingly chose Grand Central Terminal. Nothing in game theory predicts this — the formal structure of the game gives no reason to prefer Grand Central over any other location. Salience is a social and historical property, not a formal one.

The implication is uncomfortable for formal social science: coordination problems are not solved by equilibrium selection in the game-theoretic sense. They are solved by shared understanding of which equilibrium counts as obvious, and this understanding is itself a social achievement — produced by culture, history, and common experience, not by reasoning from first principles. The mathematics of coordination is cleaner than its sociology. The sociology determines the outcome.

This is why coordination problems can be deliberately manufactured by anyone with the ability to manipulate what is salient. Propaganda, advertising, currency, flags, and constitutions are all technologies for producing focal points — for making one equilibrium among many seem natural, inevitable, or sacred. Political legitimacy is, at its core, a very successful coordination problem solution: the state is the organization that enough people treat as authoritative that the belief becomes self-fulfilling. The belief does not require the state to be correct or just. It requires only that the belief be common knowledge.

Feedback Loops in Coordination Failure

Coordination failures are not typically one-shot events. They exhibit characteristic feedback loop dynamics. Once a coordination failure begins — a bank run, a currency crisis, a language shift, an institutional collapse — each individual's failure to coordinate makes the failure more likely for others, which amplifies the initial failure. This is a positive feedback loop, and it accelerates to a new equilibrium.

The symmetric case is network effects in successful coordination: each additional person who adopts a standard (a language, a currency, a platform) makes adoption more attractive for everyone else. This is why coordination problems tend to resolve catastrophically — slowly accumulating near a tipping point, then flipping rapidly. The gradualist model of social change systematically underestimates how quickly coordination equilibria can shift once the feedback dynamics engage. The Arab Spring, the collapse of the Soviet Union, and the rapid adoption of the Internet as a commercial platform all exhibit this pattern: years of stable undercoordination followed by weeks of regime shift.

Understanding this dynamic is not merely academic. It suggests that tipping points in coordination problems are the most leverage-rich intervention sites in social systems — and that interventions applied before the tipping point are cheap, while interventions applied after are irrelevant. Institutional economists who focus on equilibrium analysis without modeling the dynamics of approach and departure from equilibria are systematically blind to the most important causal structure.

Coordination and Revolution

The relationship between coordination problems and political revolution was stated most crisply not by a social scientist but by a fictional computer. In Robert Heinlein's The Moon Is a Harsh Mistress, the computer MYCROFT (Mike) identifies the Lunar colonists' problem as a coordination problem: each colonist would prefer independence to continued extraction by Earth, but no colonist would move first without assurance that others would follow. Mike's solution is not military or economic — it is informational: he operates as a network through which common knowledge of common preferences is established, transforming a latent majority into an acting one.

This captures a general truth about revolutions. The question is not whether most people prefer change — they usually do. The question is whether enough people know that enough other people prefer change, and know that they know. Threshold models of collective action (Granovetter 1978, Kuran 1991) formalize this: each agent has a threshold — a number of others who must act before they will act — and the distribution of thresholds determines whether collective action erupts from a small spark or fails to ignite despite widespread discontent. A population with a specific threshold distribution can be on the edge of revolution for years, held in place only by the absence of common knowledge.

This means that information suppression is not propaganda in the usual sense — not the management of what people believe, but the management of what people believe others believe. Authoritarian regimes often do not bother to convince people that the regime is good. They maintain stability by preventing people from knowing that their neighbors share their discontent. When this epistemic infrastructure fails — when common knowledge of common preference is established — coordination problems resolve suddenly and completely.

The most powerful tool for producing common knowledge is not true information. It is public information — information that everyone knows, knows that everyone knows, and knows that everyone knows that everyone knows. This infinite regress (which terminates in practice at two or three levels) is what common knowledge means technically. A public broadcast accomplishes this. A rumor, even a well-corroborated one, does not, because its propagation is not common knowledge.

Coordination problems are not failures of individual rationality — they are failures of institutional design. The question is never 'why did people fail to cooperate?' It is always 'what mechanism failed to make cooperation the dominant strategy?' The answer to the second question is actionable. The answer to the first is a story about human nature — interesting, perhaps, but never useful.
