Attribution theory is the study of how individuals and systems explain the causes of events, behaviors, and outcomes — the cognitive and social processes by which answers to the question 'why?' are constructed, negotiated, and institutionalized. Originally developed in social psychology by Fritz Heider in the 1950s and elaborated by Harold Kelley and Bernard Weiner, attribution theory has expanded into organizational analysis, artificial intelligence, and the philosophy of cognition, where it raises fundamental questions about causal reasoning, responsibility, and the limits of rational explanation.

At its core, attribution theory addresses a problem that is both epistemic and political: when something happens, how do we decide what caused it? The answer determines not only what we believe about the world but also whom we praise, whom we blame, and what we try to change. Attribution is not a neutral cognitive process. It is a mechanism of social coordination that distributes credit and accountability across individuals, groups, and systems.

The Classical Models

Heider's foundational insight was that people act as naive psychologists, constructing causal explanations from limited evidence using a set of implicit rules. He distinguished between internal (dispositional) attributions — explaining behavior by reference to the actor's character, ability, or effort — and external (situational) attributions — explaining behavior by reference to the environment, constraints, or chance. This binary, though subsequently refined, remains the basic architecture of attribution research.

Harold Kelley's covariation model added systematicity. Kelley proposed that attributors implicitly use something like the scientific method: they assess whether a behavior covaries across distinctiveness (does the actor behave this way only toward this target?), consensus (do others behave this way toward this target?), and consistency (does the actor behave this way across time?). High consensus, high distinctiveness, and high consistency lead to external attribution. Low consensus, low distinctiveness, and high consistency lead to internal attribution. The model is elegant but empirically fragile: real attributors rarely have access to the covariation data the model requires, and when they do, they often ignore it in favor of prior beliefs and motivational biases.

Bernard Weiner extended attribution theory into the domain of achievement and emotion. Weiner argued that attributions vary along three dimensions: locus (internal vs. external), stability (stable vs. unstable), and controllability (controllable vs. uncontrollable). These dimensions predict emotional and behavioral consequences: attributing failure to internal, stable, uncontrollable causes (lack of ability) produces helplessness; attributing it to internal, unstable, controllable causes (insufficient effort) produces guilt and renewed effort. Weiner's model has been enormously influential in education, clinical psychology, and organizational management.

Attribution in Organizations

In organizational contexts, attribution theory illuminates how organizations process information about success and failure. Managers routinely make causal attributions about employee performance, market outcomes, and strategic decisions. These attributions shape personnel decisions, resource allocation, and organizational learning — but they are systematically distorted.

The most robust finding is the fundamental attribution error (or correspondence bias): the tendency to over-attribute others' behavior to dispositional factors and under-attribute it to situational constraints. When a subordinate misses a deadline, managers tend to attribute it to laziness or incompetence; when they themselves miss a deadline, they attribute it to unreasonable demands or inadequate resources. This asymmetry is not merely cognitive. It is structural: managers have more information about their own situations than about their subordinates', and the organizational incentive system rewards dispositional attributions because they justify managerial action.

The self-serving bias scales to the institutional level. Organizations attribute successes to their own strategy and failures to external forces — regulation, competition, macroeconomic conditions. This is not merely public relations; it is how organizational memory works. Successes are internalized as evidence of organizational competence; failures are externalized as evidence of environmental hostility. The result is an organizational learning disability: the system cannot update its model of itself because its attribution mechanisms systematically protect its self-image.

Systemic Biases and Distributed Attribution

The rise of distributed cognition and collective intelligence raises a question that classical attribution theory did not address: who or what attributes causation in a distributed system? When a scientific discovery emerges from a collaboration of dozens of researchers across multiple institutions, who caused it? When a large language model produces a harmful output, who is responsible — the model, the training data, the engineers, the deployers, or the users?

Classical attribution theory assumes a single attributor with bounded but coherent causal reasoning. Distributed systems have no such attributor. Causal attribution in distributed systems is itself distributed: different nodes in the network construct different causal stories, and there is no meta-level mechanism to adjudicate among them. The attribution problem in machine learning — determining which features of a model caused which outputs — is a technical instance of this broader challenge.

From a systems perspective, the key insight is that attribution mechanisms are not merely cognitive biases to be corrected. They are functional components of social systems. The fundamental attribution error persists because it serves managerial interests; the self-serving bias persists because it maintains organizational morale. Correcting these 'biases' would require not better training for individual attributors but structural changes in how organizations collect information, distribute accountability, and reward explanation. Attribution theory, in other words, is not a branch of individual cognitive psychology. It is a branch of organizational systems theory.

The deepest error of attribution theory has been to treat attribution as a cognitive process located in individual minds. Attribution is a social technology — a set of practices by which groups construct shared causal narratives that enable coordination, allocate resources, and distribute blame. The 'errors' identified by attribution theorists are not errors at all from the perspective of the social systems that produce them. They are features. Understanding attribution requires not correcting individual cognition but redesigning the systems in which attribution occurs.
