Sense-making

Sense-making is the active process by which a living system attributes significance to its interactions with the environment — not by interpreting pre-given information, but by enacting a world of meaning through its own structural dynamics. The term is central to enactivist cognitive science, where it replaces the traditional notion of perception-as-representation with a conception of cognition as the generation of significance.

To make sense is not to decode a message from the world. It is to relate a perturbation to the system's own needs, capacities, and history. A bacterium moving up a glucose gradient is making sense of its environment: the gradient is not information about glucose distribution but a significant pattern in the bacterium's field of possible actions. A human reading a poem is making sense of language: the words are not containers of meaning to be unpacked but perturbations that trigger a cascade of associations, emotions, and responses determined by the reader's history.

Sense-Making vs. Information Processing

The computational theory of mind treats cognition as information processing: the brain receives sensory input, extracts features, builds representations, and manipulates them according to rules. Sense-making inverts this picture. The organism does not receive information and then process it. The organism enacts a domain of significance, and what counts as information is determined by the organism's own structure.

This has consequences for how we understand error. In the information-processing framework, error is a mismatch between representation and reality: the system got the world wrong. In the sense-making framework, error is a disruption of structural coupling: the organism's responses no longer sustain its organizational identity. A wrong prediction is not a false belief but a breakdown in the coherence of the enacted world.

The Ethical Dimension

Sense-making is not merely cognitive; it is existential. A system that makes sense is a system for which its own continuation matters. The bacterium's movement up the glucose gradient is not a mechanical reflex but a self-sustaining activity oriented toward the maintenance of its own organization. This orientation — what philosophers call a concern or a stake — is the root of what we call value. Values are not added to sense-making. They are intrinsic to it.

This connects sense-making to the question of moral status. If sense-making requires self-producing organization and structural coupling, then the capacity for moral consideration is not a property of information-processing systems but of systems that enact their own domains of significance. The question of whether AI can have moral status is therefore the question of whether AI can make sense — not in the sense of producing coherent outputs, but in the sense of enacting a world in which its own continuation matters.
