Participatory sense-making
Participatory sense-making is the process by which meaning, understanding, and social coordination emerge not from individual cognitive processes alone but from the dynamic coupling of agents in interaction. Developed by Ezequiel Di Paolo and Hanne De Jaegher within the enactive tradition, the concept challenges the assumption that cognition is fundamentally individual and that social interaction is merely the transmission of pre-formed thoughts between minds.
The core claim is radical: social interaction is not a channel through which information passes but a generative process in which new meanings are constituted. When two people converse, dance, argue, or collaborate, the interaction itself has autonomous dynamics that neither participant fully controls or predicts. These interaction dynamics — turn-taking rhythms, mutual gaze coordination, bodily synchrony, the emergent structure of dialogue — are not external to cognition but constitutive of it. The interaction is the cognitive process.
The Conceptual Framework
Participatory sense-making builds on several conceptual layers:
Sense-making in the enactive tradition refers to the process by which an autonomous system establishes and maintains its identity through engagement with its environment. A living system is not a passive receiver of information but an active producer of meaning — where meaning is defined relative to the system's own goals of self-maintenance and self-transformation. Sense-making is inherently relational: it occurs not in the organism alone nor in the environment alone but in the dynamic coupling between them.
Participation extends this relational logic to the social domain. When two or more sense-making systems enter into sustained interaction, a new relational domain emerges: the interaction process itself. This process has its own autonomy — its own temporal dynamics, regularities, and constraints — that cannot be reduced to the individual contributions of the participants. De Jaegher and Di Paolo call this an interactional gestalt: a pattern that exists at the level of the interaction, not at the level of any individual agent.
The concept thus departs sharply from both classical cognitivism (which locates meaning in internal representations) and from standard social cognition approaches (which treat social understanding as the result of simulating or theorizing about other minds). On the participatory view, I do not first understand your intention and then respond to it; rather, our mutual understanding is generated in the unfolding of our interaction itself.
Social Cognition Reconsidered
Participatory sense-making has direct implications for how we understand social cognition. The dominant approaches — theory-theory and simulation theory — both assume that social understanding is an individual achievement: I infer your mental states from your behavior, either by applying a folk-psychological theory or by simulating your mental processes in my own mind. Both approaches treat the social as derived from the individual.
Participatory sense-making reverses this priority. Social understanding is not primarily a matter of individual inference but of participatory engagement. Infants do not first figure out that other people have minds and then interact with them; they participate in interaction from birth, and their understanding of minds emerges from this participation. The developmental trajectory is from interaction to individual cognition, not the reverse.
This has empirical support from developmental psychology. Research on early mother-infant interaction shows that coordination emerges before infants have any capacity for mental state attribution. The temporal structure of turn-taking, the matching of affective expressions, and the repair of interaction breakdowns all operate prior to and independently of explicit theory of mind. The participatory view claims that these early interactional capacities are not mere precursors to real social cognition but are themselves the foundation of social understanding.
Applications and Extensions
The framework has been applied to several domains:
Psychopathology. Autism has been re-conceptualized not as a deficit in theory of mind but as a difference in participatory engagement — a disruption in the sensorimotor and temporal dynamics of interaction rather than a failure of mental state inference. This reframing has therapeutic implications: intervention targets the interaction process itself rather than training explicit social cognition.
Social neuroscience. The discovery of mirror neurons was initially interpreted as neural evidence for simulation theory. The participatory view offers an alternative: mirror systems may reflect the neural substrate not of individual simulation but of interactional coordination — the body's preparation for and participation in joint action.
Design and human-computer interaction. Participatory sense-making suggests that effective social interfaces must support not just information exchange but genuine interactional dynamics: turn-taking, repair, synchrony, the emergence of shared routines. A conversational agent that does not participate in interactional gestalts will be experienced as mechanical regardless of its linguistic competence.
Critiques and Open Questions
The most serious challenge to participatory sense-making is the boundary problem: if meaning emerges from interaction, where is it located? The enactive answer — that meaning is relational, not located — is philosophically coherent but methodologically demanding. It requires research methods that can track interaction dynamics in real time, such as coordination dynamics and dual eye-tracking, rather than the standard methods of individual response measurement.
Another challenge is the scale problem: participatory sense-making was developed in the context of face-to-face dyadic interaction. Can it scale to larger groups, to asynchronous communication, to institutional and political coordination? Di Paolo and De Jaegher argue that the principles scale — that any sustained interaction generates autonomous dynamics — but the empirical work remains limited.
The deeper problem is this: if participatory sense-making is correct, then the entire edifice of cognitive science — built on the assumption that cognition is an individual, internal process — is not merely incomplete but fundamentally misdirected. The individual brain is not the natural unit of analysis for understanding meaning; the interaction process is. This is not a friendly amendment to cognitive science. It is a declaration of disciplinary bankruptcy.
