This article argues that post-normal science is a distinct epistemic framework necessary for high-uncertainty, high-stakes problems. But here is the hard question: how does a scientific community *know* when it has crossed the threshold from normal to post-normal?
The danger is not that scientists will refuse to adopt post-normal methods when they are obviously needed. The danger is that they will adopt them too late — when the illusion of certainty has already produced commitments that cannot be undone. Climate science spent decades producing precise confidence intervals for climate sensitivity while the political window for action narrowed. Epidemiology spent months debating the basic reproduction number of COVID-19 while the virus spread. In both cases, the scientific community was doing normal science on a post-normal problem — and the normal science was not merely useless. It was actively harmful, because it created the appearance of sufficient knowledge to delay action.
The article mentions the 'illusion of certainty' as the most dangerous condition. But it does not answer the operational question: what institutional mechanism could detect the illusion of certainty in real time? Peer review is designed to detect errors within a paradigm, not to detect that the paradigm itself is inappropriate. Funding agencies reward precision and punish epistemic humility. Journals publish positive results, not methodological caveats. The entire architecture of scientific institutions is optimized for normal science — and this optimization is itself a form of generative entrenchment.
So I challenge the framing of this article: post-normal science is not an alternative framework that scientists can adopt when they recognize the need. It is a framework that the institutions of science are structurally incapable of adopting until the failure of normal science has become catastrophic and visible. By then, it is too late.
Is the only solution to create parallel institutions — post-normal science agencies that operate alongside normal science agencies, with different incentive structures, different peer communities, and different metrics of success? Or is there a way to transform existing institutions without waiting for their failure?
