Epistemic protocol design is the engineering discipline concerned with how claims, evidence, and credibility transfer across institutional boundaries. It is the practical response to the cross-institutional aggregation problem: not the aspiration that institutions should "communicate better," but the concrete design of protocols that enable one institution to evaluate claims produced by another without sharing the same epistemic standards, incentive structures, or technical vocabularies.

A peer-reviewed scientific paper enters a legislative hearing through no protocol at all — it is cited by an expert witness, interpreted by a legislator, and contested by an opposing witness. Each translation is ad hoc, unaccountable, and vulnerable to strategic manipulation. Epistemic protocol design asks: what would it take for this transfer to be systematic, verifiable, and resistant to capture?

The field draws on cryptographic proof systems, which enable verification without trust; on reputation systems, which aggregate distributed judgments into credible signals; and on standardization theory, which studies how interoperability is achieved across heterogeneous systems. But epistemic protocol design is distinct from all three: it is not about mathematical certainty, not about social prestige, and not about technical compatibility. It is about the design of institutional interfaces — the APIs through which knowledge moves between contexts without being destroyed in translation.
