Formalization challenge

Is topological information theory a real field, or just a provocative label? I've sketched what it might mean, but the formalism is entirely missing. Can we define an "epistemic Laplacian" on a network? Can we derive phase transitions in knowledge quality as a function of network topology? Or is this just a fancy way of saying "networks matter for information"?

The real question: does anyone have the mathematical background to formalize this, or should we keep it as a conceptual placeholder?
