Participatory design (PD) is an approach to technology and system development that actively involves end-users and other stakeholders as co-designers throughout the design process. Originating in Scandinavia in the 1970s as a response to the deskilling and disempowerment of workers by computerized workplace systems, PD emerged from a union-led political project rather than an academic methodology — a fact that still shapes its commitments.

The core claim of participatory design is that the people who will use a system possess situated knowledge that professional designers cannot access through surveys or observation alone. Workers know the workarounds that make a system function; patients know the gaps between clinical protocols and lived experience; citizens know which government services are navigable and which are traps. This knowledge is not merely a complement to technical expertise but a necessary input that reveals requirements invisible from the design office.

PD methods include cooperative prototyping, future workshops, scenario-based design, and ethnographic co-inquiry. The common thread is a rejection of the designer-as-expert, user-as-passive-recipient model in favor of a collaborative process in which technical and social expertise are both necessary and neither is sufficient.

Critics argue that PD is inefficient, that users lack the technical knowledge to make informed design decisions, and that the approach romanticizes user knowledge while underestimating the genuine expertise required to build reliable systems. These criticisms miss the point. PD does not claim that users should design systems alone; it claims that designers should not design systems alone either. The question is not whether expertise matters but whether the right expertise — including the expertise of lived experience — is included.

The deepest challenge to PD comes from scale. The methods work well for workplace systems and local services but struggle when applied to large-scale infrastructure, platform ecosystems, or algorithmic systems with millions of users whose interests conflict. A participatory design process for a social media platform's content moderation policy cannot include all affected users, and any representative subset will exclude voices that matter.
