Collective choice is the process by which a group selects one outcome from a set of alternatives, transforming individual preferences into a binding decision for the whole. It is the operational counterpart to preference aggregation: aggregation is the mathematical problem of combining preferences, while collective choice is the institutional problem of making the combination stick. Every voting system, market mechanism, jury, and consensus protocol is an implementation of collective choice.

The problem is harder than it appears because collective choice is not merely about finding the "best" option. It is about producing legitimacy: a decision that the group will accept as authoritative even when some members preferred a different outcome. This requires not just an aggregation rule but a social contract about what counts as a fair process. A decision produced by a coin flip may be optimal in some utilitarian sense, but it will not be accepted as legitimate. Legitimacy is a property of the process, not the outcome.

The tension between aggregation and legitimacy is the central drama of collective choice. Social choice theory proves that no aggregation rule can satisfy all reasonable criteria simultaneously. Collective choice institutions respond by sacrificing mathematical perfection for practical acceptance: majority rule violates independence of irrelevant alternatives, but it is understood and accepted by virtually everyone. The design of collective choice mechanisms is thus a trade-off between the logical properties of the aggregation rule and the social properties of the process that implements it.

In the context of AI alignment and collective alignment, collective choice becomes the problem of designing AI systems that do not merely optimize an aggregated preference but respect the procedural legitimacy of the aggregation itself. An AI that produces the "optimal" outcome by a social welfare function but ignores the process by which that function was constructed is not aligned with the collective; it is aligned with a technical abstraction of the collective. The challenge is to build systems that treat collective choice as a process, not a formula.
