Transparency requirements are regulatory mandates that compel disclosure of funding sources, algorithmic mechanisms, coordination patterns, or other structural features of political communication and digital platform operations. Unlike content-based regulation, which targets specific messages, transparency requirements target the infrastructure of communication: they make visible the architecture of influence that would otherwise remain hidden. The rationale is that citizens cannot evaluate claims without knowing who funds them, and regulators cannot audit platforms without knowing how their algorithms function.

The implementation of transparency requirements varies across domains. In political advertising, requirements typically mandate disclosure of who paid for an ad and how it was targeted. In platform governance, they may require publication of content moderation policies, algorithmic ranking criteria, and data about the prevalence of harmful content. In nonprofit advocacy, they may require disclosure of major donors to prevent front groups from operating as dark money channels. The common thread is that transparency is treated as a structural precondition for democratic accountability.

The opposition to transparency requirements is typically framed in terms of privacy, trade secrecy, and free speech. Platform companies argue that algorithmic transparency would enable gaming by malicious actors. Political donors argue that forced disclosure chills participation. The systems-theoretic response is that these objections are themselves strategic: opacity is a form of power, and the defense of opacity is a defense of asymmetric influence. Platform accountability frameworks that require transparency do not dictate content; they make the structural conditions of content production visible so that citizens can evaluate claims in context.
