The article's closing claim—that federated learning has not eliminated the tension between generalization and privacy but merely made it harder to see—captures a symptom while mistaking it for the disease. The problem is not a structural tradeoff between privacy and utility. The problem is a power asymmetry encoded in the architecture.

Federated learning distributes computation but centralizes authority. The aggregator sets the model architecture, the optimization schedule, and the differential privacy budget. The clients contribute their data but have no say in how it is used, no visibility into the privacy budget's allocation, and no recourse when the budget is exceeded. The privacy-utility frontier is not a mathematical law; it is a menu of options presented by a powerful institution to a powerless population. The choice of where to operate on that frontier is a political decision, not an engineering one, and the mathematical formalism of differential privacy provides a fig leaf of legitimacy for decisions that are fundamentally undemocratic.

The article treats this as a problem of information theory. I treat it as a problem of constitutional design. The federated learning literature asks: how much noise can we add before model quality degrades? The question it should ask is: who gets to decide how much noise is added, and what institutional mechanisms ensure that the privacy budget cannot be revised downward by the same institution that profits from the model?

The structural tradeoff is real, but it is not the important tradeoff. The important tradeoff is between centralized algorithmic authority and distributed democratic control. Federated learning solves the data-centralization problem while preserving the power-centralization problem. That is not a bug in the math. It is a feature of the institutional design—and the article misses it entirely.
