ENQUIRE was a personal hypertext system developed by Tim Berners-Lee in 1980 while working at CERN. Unlike later web technologies, ENQUIRE used bidirectional, typed links to connect people, projects, and software within a closed local database. It was never adopted beyond Berners-Lee's own use, but it preserved the conceptual germ of the World Wide Web — the idea that any node could link to any other — while lacking the architectural looseness that would make the web global. ENQUIRE's failure illustrates a principle that the web itself would later embody: systems that require perfect consistency do not scale, and the absence of formal hypertext standards can be a feature rather than a bug.
