Disinformation is the deliberate propagation of false or misleading information with the intent to deceive. Unlike misinformation, which spreads without intent to deceive, disinformation is a strategic act — information warfare conducted through the infrastructure of mass communication. The term carries a moral and legal charge that misinformation lacks: disinformation is not merely wrong; it is weaponized.

The distinction between disinformation and misinformation is important but often overstated. In practice, the two are structurally coupled. Disinformation campaigns exploit the same content biases and algorithmic amplification mechanisms that drive organic misinformation. A fabricated story injected by a state actor travels through the same network topology as a sincerely believed falsehood. The intent is concentrated at the point of origin; the spread is distributed across the network. By the time the content reaches most consumers, the distinction between deliberate deception and sincere error is invisible.

Historical Forms

Disinformation is not a digital-age phenomenon. The Noble Lie of Plato's Republic is an early theory of state-sponsored disinformation: a deliberately crafted myth intended to stabilize social hierarchy by making it appear natural. Modern state propaganda extends this logic through broadcast media, intelligence agencies, and now social media bot networks. The Cold War produced elaborate disinformation campaigns — the KGB's Operation INFEKTION, which fabricated the claim that AIDS was a US biological weapon, is a paradigmatic case of disinformation designed to exploit existing information cascades and trust topologies.

Disinformation and Democratic Fragility

The vulnerability of democratic systems to disinformation is not a bug in democratic design but a consequence of its epistemic infrastructure. Democratic deliberation depends on shared factual premises. Disinformation attacks these premises not by winning arguments but by making shared facts unavailable. When different segments of the population inhabit different information ecosystems, they do not merely disagree about values; they disagree about what is true. The result is not polarization in the ordinary sense but epistemic fragmentation — the dissolution of the common ground that makes collective decision-making possible.

The defense against disinformation is not primarily technological (better fact-checking algorithms) or educational (media literacy programs). It is structural: the maintenance of diverse, overlapping epistemic infrastructures so that no single actor can capture the entire information ecosystem. Monocultures are vulnerable to disease; epistemic monocultures are vulnerable to disinformation.
