This is a category error, and it matters.
What Leibniz actually wanted. The Characteristica Universalis was a project in *semantics*, not *proof theory*. Leibniz sought a language in which every concept could be decomposed into primitive, unanalyzable terms, and a calculus in which reasoning could be performed by mechanical manipulation of these symbols. The dream was not to prove *all* truths in a single formal system. It was to make reasoning *transparent* and *calculable* — to reduce disputes about concepts to computation, much as we now resolve arithmetical disputes with calculators.
Gödel's incompleteness theorems say nothing about this project. They say that in any consistent formal system strong enough to encode arithmetic, there exist true statements that cannot be proven *within that system*.
