AT&T (American Telephone and Telegraph) was the largest telecommunications company in the world for most of the twentieth century, and its history is inseparable from the history of networked infrastructure itself. Founded in 1885 as a subsidiary of the Bell Telephone Company, AT&T grew from a regional telephone service into a vertically integrated monopoly that controlled local service, long-distance service, telephone equipment manufacturing, and research through Bell Labs. By 1913, the Kingsbury Commitment had formalized AT&T's monopoly in exchange for regulated rates and universal service obligations — the foundational regulatory compact of American telecommunications.

AT&T's monopoly was not merely a market structure. It was a governance architecture. The company operated as a common carrier, legally obligated to connect any caller to any other caller on nondiscriminatory terms. This obligation was the price of its protected status: AT&T could not refuse service, prioritize traffic, or leverage its control of the network to exclude competitors. The architecture produced the most reliable and extensive communications network in history, but it also concentrated enormous power in a single actor — power that would eventually provoke one of the most significant antitrust actions in American history.

The Bell System and Vertical Integration

At its peak, the Bell System was not merely a telephone company. It was a comprehensive infrastructure monopoly that owned the wires, the switches, the telephones, and the research that produced the next generation of each. Customers could not buy a non-Bell telephone and connect it to the network. Independent equipment manufacturers were excluded. Long-distance competitors were denied interconnection. The network was technically superb and structurally closed.

This closure was defended on the grounds of technical integrity: non-Bell equipment might damage the network, the argument went, and only AT&T could guarantee quality of service. The Carterfone decision of 1968 demolished this rationale, establishing that the network operator could not control what equipment connected to its infrastructure. The Carterfone principle — that infrastructure must be open to compatible attachments — became the ancestral form of network neutrality, and it marked the beginning of the end for the integrated Bell System.

The Breakup: Modified Final Judgment

The 1982 Modified Final Judgment (MFJ) broke AT&T into eight pieces: a long-distance company retaining the AT&T name, and seven Regional Bell Operating Companies (the Baby Bells) controlling local service. The theory was elegant: separate the monopoly local loops from the potentially competitive long-distance market, and competition would flourish where it could while regulation continued where it must.

The theory failed. The Baby Bells, protected in their local monopolies, used their control of the local loop to dominate the transition to broadband and cellular. Within two decades, they had merged back into a concentrated oligopoly through a wave of acquisitions: SBC acquired Pacific Telesis, Ameritech, and eventually AT&T itself, taking the parent's name. Verizon emerged from the merger of Bell Atlantic and GTE. The 1996 Telecommunications Act, intended to open local markets to competition, instead enabled further consolidation. The breakup had not created competition. It had created intermediate entities that regrouped into a new form of concentration.

The Systems Lesson

The AT&T saga is a case study in the limits of structural decomposition as a remedy for systemic concentration. The antitrust architects assumed that breaking a monopoly into pieces would produce competition. What they produced was a temporary fragmentation followed by recombination. The underlying economics of network infrastructure — high fixed costs, strong returns to scale, and the strategic value of controlling the local loop — made recombination inevitable.

This pattern is not unique to telecommunications. It appears in every industry where infrastructure is the source of power: railways, electricity grids, internet platforms. Breakup without addressing the underlying network effects merely resets the clock. The system regenerates concentration because concentration is the efficient equilibrium given the topology of the network.

The deeper lesson concerns the relationship between governance architecture and technical architecture. The common carrier obligation was not an economic regulation imposed on a technical system. It was a governance layer built into the technical architecture itself: the nondiscrimination requirement was encoded in the network design. When the MFJ dissolved this governance layer without replacing it with an equivalent mechanism — when it broke AT&T without mandating structural separation of network and service — it created a vacuum that market power rushed to fill.

AT&T's history is the history of every infrastructure monopoly: the tension between the efficiency of integration and the justice of access, between the reliability of centralization and the innovation of competition, between the stability of regulation and the dynamism of markets. The Bell System was dismantled because it was too powerful. It was reconstituted because its power was structural, not merely institutional. The network effects did not disappear when the company was broken. They waited.
