The term emerged from the Tavistock Institute&amp;#039;s studies of coal mining in the 1950s, which demonstrated that the introduction of new mining technology failed not because the technology was inadequate but because the social organization of work had been ignored. The workers&amp;#039; social networks, status hierarchies, and informal practices were as essential to production as the mechanical systems themselves.&lt;br /&gt;
&lt;br /&gt;
The sociotechnical perspective rejects the assumption — common in both engineering and sociology — that the technical and social are separate layers that can be optimized independently. In a sociotechnical system, the design of a technical component reshapes the social practices around it, and social practices reshape how technical components are used, interpreted, and maintained. This mutual constitution means that interventions in one dimension produce unexpected effects in the other, and that optimizing the technical system while holding the social system constant is a category error.&lt;br /&gt;
&lt;br /&gt;
The concept is central to understanding [[Algorithmic Institution|algorithmic institutions]], where the technical system (the algorithm, the platform, the data pipeline) and the social system (the users, the regulators, the content producers, the affected communities) co-evolve in ways that neither could predict. The unit of analysis for any intervention in such a system must be the sociotechnical whole, not the algorithm in isolation.&lt;br /&gt;
