'''Valentin Fyodorovich Turchin''' (1931–2010) was a Soviet and American cybernetician, computer scientist, and physicist whose work spanned theoretical physics, programming language design, and systems philosophy. His answer was that evolution proceeds not by gradual complication but by discrete transitions in which a new level of control emerges from the interaction of lower-level systems, creating a '''metasystem''' that regulates them.

Turchin identified a specific sequence of such transitions, each producing a new metasystem: the control of matter by physical laws; the control of replication by molecular selection; the control of metabolism by genetic programs; the control of behavior by neural systems; the control of culture by language and institutions; and the control of knowledge by science and technology. In addition to his theoretical work, Turchin was a practical computer scientist.
